A piece in the Daily Caller says evidence suggests that a new Department of Veterans Affairs proposal to double top administrators’ compensation and shift their employment classifications   with the aim of  getting a higher quality of management would not in themselves fix problems at VA hospitals because of structural/bureaucratic impediments.
