Whistle-blower  Joseph Vincoli asserts that 33 hospitals  in the Carolinas and Georgia collected a total of  about $1 billion in improper payments by filing fictitious cost-report claims to Medicare and Medicaid.

The federal government has decided, at least for now, not to take enforcement action.
