A proposed federal budget deal is bad news for hospitals and clinicians. It would extend a 2 percentage-point cut in Medicare payments to  physicians and hospitals through the end of a 10-year budget. Further, it would limit future payment rates for hospitals that set up or buy off-campus facilities, a healthcare lobbyist told Modern Healthcare Monday.
