The Centers for Medicare & Medicaid Services is pushing to help keep struggling health-insurance co-ops alive. In doing so, it has both tightened special enrollment periods and loosen some rules to lure private investors.
The changes permit co-ops to affiliate with other organizations and do transactions similar to those in the private sector.
